State of Hawaii, Department of Health: Alcohol and Drug Abuse Division (ADAD)
The primary and often sole source of public funds for substance abuse treatment. ADAD’s treatment efforts are designed to promote a statewide culturally appropriate, comprehensive system of services to meet the treatment and recovery needs of individuals and families. Treatment services have, as a requirement, priority admission for pregnant women and injection drug users.

Provides quality OB/GYN care for women with past or present difficulties with substance abuse. Clinical services and program services are provided in a warm home-like setting that supports each woman's unique path from pregnancy to capable parent. Not a substance abuse program, but services include substance abuse pre-treatment through assessments, education, skill building and counseling. Comprehensive services also include pediatric care, psychiatric care, childcare, case management, social service referrals, classes, and activities.
